    Did you test the voltage to the fans to make sure it's getting power? If it is then the fans are prob just fubar and that's why it's over heating. Also reset all your heat sinks and make sure the CPU heatsink is tight and make sure the GPU heat sink is snug but make sure the heat sink doesn't touch or make contact with those two tiny resistors on the left side of the GPU.

    Ok re paste cpu/gpu artic sliver 5 flip the board over check for broken solder points around the fan if you can't find and or any missing components do the 12v fan mod or 5.5v or 3 depending on how loud you want it lol 3 is the standard fan speed

    3v is too low, the fans will probably have a hard time starting up, assuming if they turn at all... Also they don't have a fixed voltage, the voltage gets regulated depending on the xbox' temperature. It'll probably be adjustable somewhere between 5 and 12v. So any mod lower than 12v will have the risk of the fans not reaching their designed capacity when the temperature is too high, and could result in rrod
